В 1960 году ЦРУ США выполнило переиздание 94 административных карт СССР в виде Атласа, предназначенного "для студентов и исследователей, работающих в области Советской Географии". Оригиналы карт были изданы Главным Управлением геодезии и картографии МВД СССР в 1954-1959 годах. Часть этих карт будет постепенно публиковаться на нашем сайте.---

Любопытно выглядит Предисловие к этому Атласу, особенно слова о его ппредназначении и заключительный параграф - о непризнании Соединенными Штатами вхождения Эстонии, Латвии и Литвы в СССР. "На всякий случай" слова о непризнании воспроизведены в виде оттиска штампа на каждом листе карт.
FOREWORD
The ATLAS has been prepared to make available to students and research workers in the field of Soviet Geography many of the Soviet administrative maps that have been published in recent years. The atlas brings together in a single volume reproductions of 94 Soviet territorial-administrative and economic-administrative maps that collectively cover over 86 percent of the de facto territory of the Soviet Union. Most of these maps are territorial-administrative maps of individual first- and second-order administrative units. In order to provide coverage for areas in the eastern Ukraine for which no recent territorial-administrative maps were available, the atlas also includes 6 economic-administrative region (territory under a sovnarkhoz) maps, each of which covers from 2 to 5 oblasts. The only significant gaps in the overall atlas coverage are the oblasts of the Donets Basin and Novosibirskaya Oblast; the other gaps are in areas of less importance economically.
Information on most of the territorial-administrative maps includes administrative.centers down through the sel'sovet level, administrative boundaries to the rayon level, and administrative subordination and classification of urban centers. Generally, railroads, roads and passes, water features, forest vegetation, spot elevations, and coordinates are also shown. The economic-administrative maps, however, do not show administrative centers at the sel'sovet level, and also lack elevations and coordinates. Scales range from approximately 1:500,000 to 1:3,100,000. The original fractional^scales have been deleted from the maps since many were reduced to fit page size; the linear scales in kilometers, however, have been retained on all of the maps.
The maps are arranged alphabetically by the transliterated title, which appears in the upper right-hand corner of the page. However, because some maps covering union republics and economic-administrative regions include several oblasts and autonomous republics and because some oblast and kray maps include autonomous oblasts and national okrugs, a supplementary Index of Territorial-Administrative Units is provided. This index includes all administrative units above the rayon level (excluding urban centers) that appear on the maps, even though some units may have been abolished since the map was published. If a name change has occurred since the map was issued, both names appear in the index. Names of administrative units are cross-referenced, where necessary, to the titles of the maps on which they appear. Where no cross-reference follows an entry, the name of the administrative unit and the map on which it appears are identical.
Geographic names or their spellings do not necessarily reflect recognition of the political status of an area by the United States Government, nor are the boundaries indicated in this atlas necessarily those recognized by the United States Government. The United States Government does not recognize the incorporation of Estonia, Latvia, and Lithuania into the Soviet Union.

Интересно, а из каких соображений ЦРУ взялась публиковать карты СССР "для студентов"?
